well, we had that happen in our city. A jewelry store was robbed with a guy with a gun. The clerk had time to phone the owner, the owner had to get dressed and got to the store BEFORE the police showed up. The cops had taken 25 mins to get there. When there was an outcry over how long the police took to get there, there was an "investigation" and the police chief announced that the police only took 5 mins to get there. When asked how the owner got there first, he said that the guy was actually in the back and the staffer didn't know he was there (it's a very small store) The mayor's investigation may not mean much.
