  1. Happened in Toronto at the end of last century...for many yrs. They have a police commission that's VERY left, and HATES the police. I was visiting and said to a friend "wow! your police are so YOUNG! (i was in my 30's) " "Happens all the time" he said. "the cadets graduate, they come to Toronto to get a few yrs experience, then they quit and go to nearby small cities and towns. Lovely places, law abiding grateful ppl, low crime rates, lower wages but FAR lower cost of living, often close enough to Toronto to drive in for a baseball game." I expect the big American cities will go the same way....
