  1. it's what happened in Toronto Canada after yrs and yrs of the mayor appointing a police commission that HATED the police. I asked a Toronto friend why their police were so YOUNG (and this was 30 yrs ago) He answered that Toronto had to hire right out of the academy.....the police stay for a few yrs to get a resume with experience, and then they go to surrounding small cities and towns...... friendly ppl, low crime rates, lovely surroundings, lower salary but MUCH lower costs, and close einough to Toronto to drive in to watch a baseball game, go to the theatre etc. I've been expecting police in Chicago, N Y, Portland and Seattle, San Fran etc for a year now.
