  1. we have the same problem in Canada....teachers are so busy teaching the kids to be nice to the bully that they don't have time to teach much else. We have standard tests for English and Math in grades 3 and 6....the kids mostly failed the math tests. When they were tested, the grade 6 math teachers also failed the test for the grade 6 kids.
