  1. heck, you have teens entering University who can't read at all. Many universities have remedial reading classes. In Canada, there are standardized English and Math tests for Grade 3's and Grade 6's. The English results were acceptable (whatever that is) but many kids failed the grade 3 Math test and MOST kids failed the Grade 6 Math test. Govt overseers were trying to figure out why the kids were doing so badly, when someone had the GREAT idea of giving the Math TEACHERS the same test. Most of the teachers of Grade 6 Math failed the student proficiency exam as well. cheers!
