  2. you DESPERATELY need the electoral college. Then when your water runs out (and it is) the farmers will have a voice over how the water's that's left is used. City ppl think food comes from a food fairy who fills the grocery stores in the night, and want the water for their pools....farmers want the water to hydrate livestock and grow crops. because they know where food REALLY comes from. Look at the Calif drought in 2015....one reporter flew over rich estates in the weather chopper and filmed the places. Matt Damon's place looked like a desert....after months of forbidding ppl to water their lawns, the Kardashian estates and JLo's place were surrounded by acres of sparkling green grass....(JLo announced that if they ever fined her....the fine was $950....she would pay it. They never fined her....but they turned the water off to a whole farming town and the surrounding farmers, because they were supposed to cut their water use by 24%, and they'd only cut it by 23.9%. All the almond trees and crops in that area died.)
