  2. I don't think they can....you're not obliged to help. BUT they should ALL be named and their pictures put in ALL the papers.

  3. the other riders with the cell phones should be charged with aiding and abetting. (except i don't think that's allowed.) They should certainly ALL be named and their pix put in all the papers.
