  4. I like the 3 levels: 1. Overlord, CIA, Mafia gangs Oligarchs who control a large part of the wealth. 2 Industrial complex who actually control the military and the government. It ensures the ability to ensure countries, including the USA, are obedient to levels 1 and 2. The military is the enforcement arm of the industry. 3 Is the basic and lowest level which started out as a federation of states, they are now controlled and manipulated by level 2. It is presented as a democracy; however, for the most part politicians are selected and controlled by level 2; although, there are exceptions. Those exceptions are attacked strongly by level 2.
