Most southern states were democrat controlled through the 90's and some into the 2000's. For example Georgia was democrat controlled from 1872-2003. Mississippi was democrat controlled from 1882-1992. There was only one democrat politician who became a Republican, Strom Thurmond. Those voters continued to vote for the Democratic party for their governorships and legislators.
