  1. ​ @diegojines-us9pc None of what you said remotely describes the Immigration Control Act of 1986. It did provide amnesty for 3 million undocumented immigrants who were in the US prior to 1982. However, the law also places strict laws on employers who employ undocumented immigrants. A business couldn't hire someone who was undocumented. They had to have LPR in order to work legally.

  2. ​ @diegojines-us9pc Also of importance, the 99th Congress which passed the Immigration Control Act was a divided Congress. The Democratic party controlled the House and the Republican party controlled the Senate.
