Your first comment is wrong because "nope" implied that migrants weren't getting cell phones. Which migrants are getting cell phones. You can try and deflect and say you weren't wrong, but your first comment is certainly wrong! You said context is everything. If context is everything then your first comment to me should have included that there were only 300,000 cell phones given out.
