The Azovs are in Turkish custody. They are not free. They are still a bargaining chip for Russia. These were the guys that five disastrous helicopter attempts were made at the steel plant to rescue them. If they die Zel is toast. Zel is guarded by Azovs. It's very high stakes trading. The referendum is about to take place this weekend, let's see what happens.

@khidaral-mukhtaar7327 custody means that they are not free, instead they are under the guardianship of Turkeyie and some are in Saudi Arabia. Collateral means that they are still the prisoners of Russia, and their fate will be determined by Russia at a later date. They are still being negotiated for full release.
