Haiti is the way it's today, because they had to pay France for one hundred years for their independence. In addition, the European powers sanctioned France for winning their independence, by not trading with Haiti. This sanction caused Haiti to not develop. Using sanctions to punish nations is what the West does. Africa is underdeveloped because today the former colonials still exert their financial influence over the continent. The west create a situation where these African nations gets loans and humanitarian aid, but the West dictates to them how they should spend that money. For decades the countries were forbidden to invest in infrastructure, such as roads and energy structure. The west also dictated with their money that Africa countries must import food, even things they can grow. This impoverished Africa, and imports from the West continues which also enriched the West. Africa is slowly coming out from under this unfair trade scheme. Russia and China will help liberate Africa from the evil and abusive western overlords in time.
