  4. I've noticed the west have long standing heads of states at the helm. Then they tell others to have elections every five years and the leaders are changed. Now what happens is that any programs such as infrastructure that was started under the previous government are abandoned by the new incoming government. This wastes money and resources and the citizens do not receive the benefits of these projects.
