These oligarchs invested in the economy, buying up companies which left and kept the people from losing their jobs. The video explained that these oligarchs know if they help the people, the people will help them. Remember Putin made fun of the western Russian oligarchs who lost their homes, yachts and bank accounts to the western thieves. He encouraged them to return to Russia and build up Russia with their wealth.
