  7. It's not a black fleet. Russia sells its oil to India and China on tankers insured by these countries, cutting out the insured of the West. This is not illegal. If it were, then the usa would stop these ships from operating in the open seas. Then this would cause a war between Russia and the usa. The usa has no international legal right to stop Russian commercial shipping vessels or comnerce. .
