The general definition implies it it random people not related people in a dispute of some type.

Smuggled guns proves that strict gun laws and banning guns works 3- the new hired officers and increase in funding for border security (that you think is a waste of money) led to an increase in the number of stopped smuggled guns. Border control stopped nearly double the amount of guns coming into Canada then they did the year before. 4- not a single police officer says that guns are not a problem. Police state smuggled guns are a problem but they also agree that stolen guns or lost guns within Canada are also a problem. The problem is guns in our society used in crime not about where they came from. Police can care about more than one thing at a time 5- nobody is trying to control you.
