  4. what insurance company are you with? I pay less then a hundred total a month for insurance and I have standard flood insurance (covers broken pipes etc). If it less then $100 total for insurance it wouldn't be more than a few dollars per month for extra flood insurance.

  24. a brand new infrastructure wouldn't be able to handle a month's worth of rain in under two hours either. Sure it isn't the first time but it is not a frequent regular event. This type of thing happens once every 10 to 15 years.
