Putin could have allowed "Russians" who supposedly felt oppressed in Donbas to immigrate to Russia. It would have been very inexpensive compared to the cost of war. In reality, Putin manufactured the Donbas situation to later justify his full scale war with Ukraine. A war which he badly miscalculated. He thought that it would be as easy as taking Crimea in 2014.

Morally, Russiaโs invasion canโt be justified by stating "others" have done it. For example, If you steal something โ the fact that "others" have done it too โ will not exonerate you from your own decision to commit a crime. Historically, if invading countries was a mistake, then it follows that it is still a mistake today โ even when youโre Putin. It doesnโt make any sense to justify Putinโs mistake by pointing out that countless others have made the same mistake. It only highlights that Putin is so incompetent that he couldnโt learn from the mistakes of others or history.
