I think you miss the keypoint here:- To make sure Moderates never go against Radicals ,which will equate to going against Ayatollah of Iran itself , The Supreme Leader has his own personal army known as IRGC (Islamic Revolutionary Guards Council) with it's own Navy called the IRGCN (N for Navy). Recently The IRGC has acquired the means of operation of having it's own air-fleet and missiles with launchers under the designation IRGCAF (AF for AeroSpace Force) which makes the IRGC world's most Powerful Paramilitary organisation. And most dangerous part is that if ever Iran has successfully harnessed and developed nukes and means to deploy it, There is no doubt , IRGC will be the first one it will be handed over. Secondly , despite the Iranian Revolutionary armed forces being not under the direct control of Supreme Leader (This is the regular armed forces of Iran) , The Supreme Leader and his theocratic council has a massive political influence on the appointments , recruitments and the need to bring any change in the entire structure of the Armed forces hierarchy if necessary. This has been possible due to successive purges carried out and still ,maybe going on and out in the shadows , in order to eliminate any Anti Supreme Leader faction or coup . and IRGC helps out in making sure the Regular army stays in control .
