@kcbroncohater that policy shouldn't be there in the first place. and by what i mean is, irrespective of whether they are in water (well in US territorial waters) or in Land, they should be brought in to the US , the same way South Korean policy have towards asylum seekers and refugees from North Korea. obama did worse not by cancelling that policy, but by making sure no Cuban refugees will ever come back to the US .
