From Russia’s point of view, they are not at war with the Ukrainian people, but want, through a military operation, to force Ukraine to sign an agreement under which Ukraine will be a neutral state and will not claim the territory of Crimea, Donetsk and Lugansk. This was the plan from the beginning. Ukraine does not declare war on Russia for many reasons. For example, a warring state cannot receive loans from the International Monetary Fund . War is a legal status in which the leadership of a warring country is a legitimate military target. There are many other reasons.

@lipids7185 The collapse of the USSR was artificial. This was not an irreversible process. As for modern Russia, how can you isolate a state that borders on many other states? Business will always find a way.
