  2. The PM is the man at the top. If he didn't have the right advisors then it's up to him to make sure they are replaced. Even then, advisors only advise. The actual decision is made by the PM. Since the leader of the opposition was pressuring for earlier and shorter lockdowns, that suggests that another PM could quite likely have done things differently.
