  2. Yes - they're claiming he's dead because they've become so useless as a police force that they've lost interest in finding him. For the last 5 years they've been going after "hate speech", mean tweets, praying Christians and covid rule breakers. Dangerous criminals are too much work for them.

  4. They know that already: they've lost interest in finding him, mainly because they have become useless as a police force. This is a performance by them before they declare that he's dead. After years of going after "hate speech" and peaceful protesters they've gone soft - they don't want to deal with dangerous criminals.
