When Sir Robert Peel announced his intention to replace community appointed watchmen with a police force he faced massive opposition from the Victorians - and all of the reasons they cited have since come to pass. What a lot of people don't realise is that before the police forces were created in Britain they were only used in commonwealth countries as a means of controlling the population. I guess their original remit finally followed them home.
