  4. Because he wasn't lying. After the government was overthrown in 2014, supporters of the new government began attacking and killing ethnic Russian in East Ukraine. This led to the massacre of ethnic Russians in the Union building at Odessa, and then the army began attacking and shelling East Ukraine, which is mostly ethnic Russian. You can research it for yourself if you don't believe me. Between 2014-2022 14,000 ethnic Russians were killed by Ukraine forces. In 2022 Putin had finally had enough.
