  1. Someone gave that guy a gun and a badge: he was moved around from dept to dept and he was even kicked out of the military for serious misconduct at some stage - and he was still hired as a cop?! His dept probably won't bother looking into past issues where people were injured or worse by this 'man' - but they should.
