  1. How about referring to events if there's evidence of criminality? I worked in a Police control room for 4 years, the 1st thing Officers looked for was 'it's a civil offence', then closed it down & moved on, the Police have moved into civil offence territory with no legal mandate (not wearing masks etc), let's get the police dealing with crime again instead of 'social disputes'.
