"Everyone was civil" means Israeli civilians (and the world) were oblivious to the Palestinians being brutalised by IDF every day for decades - until Oct 7.  If we look at Palestinian social media timelines, it's very difficult to even find Oct7. Every day is brutality and death. Oct7 united Israelis, but it also united the world
