  1. There was a time when you found somebody asleep in their car and then you realize they were drunk. The better thing to do I think would say to the individual, look we're going to take you to the drunk tank so you can sleep it off. We'll let you go in the morning so you're safe. How much better would that have been? He's asleep in his car hurting no one. Remember the law was ready to prevent injury or advantage. This man did neither.
