  1. I was thinking the same thing. A cliff being worn away is a natural process. I figure the only way a prosecutor would be involved is there's a law or code that someone was required to do something to prevent erosion (maybe something such as putting cement blocks at the base of the cliff) and didn't do it. I don't know what the area looked like before the collapse but I get the impression the cemetery went close to or right to the edge of the cliff. Looks to me like some common sense should have been used and the bodies removed and relocated before this could happen.
