  1. I don't think your first point is possible in any situation. For example, Belgrade is still hostile. Atomic bombs didn't have much impact, because Tokyo was already destroyed in March. Hirohito retained his power anyway, and a rather light reformation was sufficient for the allies.

  2. Clarification, Kosovo is not hostile because there are multinational policemen. All is good.

  3. Finnish Radio intelligence helped the Germans in September 1942 when they passed on information about a large Allied convoy, PQ 18, of 40 ships on its way to Murmansk. The Germans managed to sink thirteen merchant ships. They didn't blindly help the Germans every time, but these weapons were a direct threat to Finland.
