  1. China hates spying by other countries, but welcomes spying on their own citizens. Hmm... Why not increase the tax of those officials to 50%? If course they won't harm their "own" people, but is so willing to harm the medium and lower classes.

  2. GL persuading local Chinese people. The best argument those local will say: Yes, I have money in the bank, I already have a house or 2, why do l need to buy another one. Buying something, is my decision, stop being pretending to be my father/mother (officials). Those officials probably get a cut when they do "make" locals buy house, because their management has cut their salary and now looking ways to make up for their lost money. And the government's problem is NOT my problem. The government caused it, it is their responsible to fix it. Why is it mine? Or, sure l'll buy. 100,000 RMB for a 150 m2 unit, no taxes in a 1st tier city. Can I persuade you to sell me at my offered price. Even with public subsides, l no trust the govt. And lastly, those can say, am l buying a tofu building that will collapse in less than 5 yrs? I think the govt is selling tofu buildings, thinking locals are stupid.
