I worked in a dog pound once with the abused dogs! Yes very scary at first.
Clearly they still need food, water, cage cleaned and daily walks.
The idea was to go in backwards, whilst they are aggressively barking and growling!
You move slowly about, cleaning then doing food and water etc.
Whilst I was in more fear than them, eventually I became more confident, and the dogs realized oh this is the clean and eat then walk time.
However!
There were some mega aggressive dogs that you only found out when opening the cage (about to go in backwards).
Another long term dog handler would sign the cage with: Agressive Dog do not enter.
Only option there was to use a hose from outside, and a tiny trap door to change food and water bowl. Clearly no walks!
Since new unwanted (or found) dogs would come in daily. To work out which ones (big or small, ie small dogs can rip your ankles to shreds) which dogs were aggressive or not, was a bit of a scary process.
I mean people love or are neutral about dogs. But big German shepherd or Rottweiler dogs, to go in slowly backwards! Whilst they aggressively show their teeth!! Ok maybe braver ppl than me, I was constantly in fear.
