  31. I thought what NPV wants done would be at this time a violation of the US Constitution? That change or add to the US constitution by amendment. From what I have read this would require a 2/3rd vote in both houses of congress??? Then our constitution is only a piece of paper & the liberal democrats have never cared about the constitution.
