I'm not in Loony Land. However, why don't they find some empty land not near residents and tell them set up camp there. You could even provide food and basic medical care. Removing the current camp isn't going to solve the problem.

@VeeDubConnoisseur It's not the police's job to be acting as social workers, it's their job to investigate crime. This problem seems to be an issue on the West Coast of the US. Isn't it better to keep all the "bad eggs" in one basket? Rather than let it spread randomly along the main highways For one, it looks horrible for anyone having to drive into the city. It makes it look like you're travelling into a post-apocalyptic hellscape.

💰Maybe the tie should have been checked for DNA, as well as metal particles. Especially, those who own it. Or maybe they just want it as a souvenir, and not actually want to find the identity of it owner? Just saying.✈
