  1. Some actual time in custody should be mandatory for an offence of this magnitude. A clear example must be sent to anybody who is contemplating getting involved in such activities. A low security prison would have been an option, as at least the offender is being deprived of his liberty. The question of mental health is used to often as an "excuse", for such depraved behaviour.
