I knew a girl who was convinced her ex husband was part of a secret cabal and was paying people to follow her around planning to kidnap her. Last I checked the laws are clear enough that no decent American would assault the nation's Capitol period. Now I suppose that on individual basis they can be tested to see if they are mentally challenged in some medically definable way and give them leniency based on that, otherwise F em.
