  1. Is there any evidence that someone did this? Maybe the dumbasses just didn't tie it off properly? I'm sure not just anyone can walk onto a Marina that houses yachts and untie it. No security? No cameras? Maybe Betsy Devos is as incompetent at handling yachts as she is at handling education.
