If is 31000 unindetified there are hundreds of thousands missing in action . . . any way, according Ukrainian low, no proof of death with body, no any government reinbursment to the families.

In Yugoslavia, no bones were dug up even from WWII, and from this last war in the 1990s, several percentages of missing and unidentified remained from the total number because politics interfered, so after the end of the war, everyone dug up bones and it happened that the unidentified bones of opposing soldiers were registered as their own unidentified victims. There were also deserters whose names appeared on a memorial stone tablet, and the man is alive and well in another part of the world.
