  1. The same kind of thing affects all 'gatekeeper professions'. Politicians, credit rating agencies, auditors, religious leaders. They (almost) all let their actions be affected by the incentives. Strangely this is a rather human condition as 90%+ of people put incentives over principles in real situations. I think the solution is to use some kind psychological test process to only allow highly 'principle driven people' into gatekeeper positions. Additionally, to a have a gatekeeper police with real teeth and no revolving door. Regrettably, these kind of reforms are way beyond the grasp of our present societies. So the for now expect it to get worse over time.
