  1. It is because the airspace is shut-down by the increased quality of modern anti-air systems. If the air was open then the war would be very dynamic with tanks following up air raids to quickly claim new territory behind enemy lines - much like WW2 or the Gulf War. The 2nd reason is that drones acting as spotters makes artillery the lowest risk and lowest cost way to eliminate a target.
