  1. Yes, but in the Russian-speaking segment they were flooded with the same government-run propaganda, sometimes pretending to be regular vloggers/bloggers, sometimes not. And if you're openly anti-government vlogger/blogger, especially if you try to step into politics, you better be ready to have lots of troubles. So it didn't actually matter that much. + add the fact that majority of the population is apolitical and uses Youtube & other social media for entertainment and not politics. So it wasn't much of a threat to Putin. It is now though, so Youtube may be blocked soon. BUT... they can't block just certain channels or videos, they need to block the whole platform, and that'll cause troubles with google services as a whole, including Android-smartphones. So... Maybe they won't do it.
