It wouldn’t be economicaly viable in sparsely populated areas. From Seattle to Chicago, for example, you would have a lot of expensive high-speed, grade separated track with few passengers from the intermediate stops. The trip would still take so long that people traveling between Seattle and Chicago would rather fly. High-speed rail is most attractive when it gets you to the destination at least as fast as flying.

It seems to me that a major Cascadia Fault event would make the PNW an excellent place for development. There would be plenty of cheap land and little chance of another major earthquake for a few hundred years.
