The barricade is not for keeping cars in place, it is there so pedestrians won’t get near the edge.

I expect the crew didn’t chock the tires. It wouldn’t be necessary to hit the gas. If it were in neutral without the brake set, inertia would cause it to roll.

A barrier sufficient to stop a rolling car would be a burden. A simple chain wouldn’t do unless it were quite heavy. Drivers should know how to park their cars securely, and the crew should chock the wheels of the end cars.

I have been on many ferries in Puget Sound and elsewhere without being required to leave my car. This ferry makes short trips. It would be normal for people to stay in their cars.
