No, you needn’t respect two conflicting notions of sovereignty. It used to be that the reigning monarch was “the sovereign,” but we all want democracy now, so “the sovereign” is obsolescent. “Democracy” means that the people have political power, but that power is seldom exercised directly, even in a republic in which “the people” are sovereign. How should it be in a constititional monarchy? In the UK, the House of Commons has simply declared itself sovereign, it seems. They have taken power not only from the monarch, but also from the House of Lords, which now seems utterly useless. The people retain the power to elect MPs, but that is about all they can do. They cannot elect the head of government nor members of the upper house, so the Commons MPs can do pretty much as they will, with almost no checks and balances. It is the lack of checks and balances which is the main problem. That is what allows the Commons to think of itself as sovereign and to disregard the will of the people.
Here’s my suggestion for improving the status of the people: Give the people the power of recall over their MP.
