  2. Andrew Ackerley — He did not make that decision. Transport Canada made it first, then told the FAA they were breaking with FAA policy on the issue. The U.S. Dept. of Transportation concluded that the U.S. could not stand alone, so told the President we had to go along with everybody else. Canada and the U.S. claimed there was new information, but that was just a weak attempt to save face.
