  1. "Horsepower" was not about horses, it was about power. Specifically, it was about defining a unit for power. Power is the rate of performing work. The exemplar chosen for work was a mill, driven by one horse, which was a common machine of the era. A horse driving a mill works for several hours, so naturally is not performing anywhere near peak power.
