The river further inland is crossed by only four bridges. Even if they are all intact, pedestrians will not be able to get to high ground in time. A lot of people will try to drive to higher ground, but for most people that will just produce a colossal traffic jam. As reported here, the school district will build a new high school in the hills. They were just using the threat of tsunami as an excuse to get a new school building, because they have not been maintaining the current one adequately. The contribution of the new school to mitigating the tsunami threat is very small. There is only one chance in six, approximately, that school will be in session when the tsunami hits, and only a few hundred people will be provided for. Seaside would have done far more to protect the general public by building vertical evacuation structures. The main advantage of the new school will be to provide shelter for the few survivors after the tsunami, and a large kitchen to feed them.
