  1. Guantanamo Bay is not a federal prison. Persons convicted of federal crimes cannot be sent there. It is a naval base with a military detention facility.

  2. Guantanamo Bay is a naval base, not part of the federal prison system. It was used for military detention of people we didn’t want in the federal prison system. Citizens who commit crimes on US territory will be processed like any other criminal through the Justice Department, like it or not.
